AIMING AT REDUCING THE FLOOD DAMAGES- DIRECTION IN THE PREVENTION INFORMATION FOR URBAN FLOOD-In refereedAcademic JournalCo-authorOZAKI Taira;Syuuichi MIYABEAnnual Journal of Hydraulic EngineeringVol.512008/2~In this study, a survey was conducted in the cities of Moriguchi and Neyagawa in Osaka Prefecture, where flooding occurred during heavy rains in 1997, regarding levels of knowledge and concern about urban flooding, awareness of self-help procedures, and participation in disaster preparedness activities. The survey data led to the findings about the nature and importance of disaster preparedness information. We found that even in a flood-prone area, self-help awareness is low. Information about the local area is an influencing factor on awareness of self-help measures and participation in voluntary disaster preparedness activities. Therefore the government should actively encourage public awareness of the importance of self-help during an urban flood, and conduct public information campaigns on what area residents can do for themselves and on subsidy programs.Grant-in-Aid for Encouragement of Young Scientists 2006-2008

Although there is a little quantity of low-toxicity substances in each electronic product, total amount of them has been increasing by the mass production of electronic products. This means they tends to diffuse into environment and it also results in the loss of valuable metals.
In this work, a substance flow analysis (SFA) on low-toxicity substances in used cellular phones as a typical example of high functional electronic commodity was carried out based on the actual condition of disposal which was acquired by the questionnaire applied to users and composition of cellular phone analyzed by ICP and EPMA. The amount of some scattered low-toxicity substances has been estimated. It was pointed out that establishment of the recycling system of cellular phones including used ones stored by users is very important in the view point of the avoidance of low-toxicity substance diffusion and recovery of valuable elements.2003-

PapersVALUATION OF WATERFRONT SPACES BUILT USING TREATED WASTEWATERIn refereedCo-authorOZAKI Taira;Yasuhiko WADA;Yasuhiro MIKIEnvironmental Systems ResearchVol.34, pp.569-5742006/10~In this study, a questionnaire survey was conducted on three types of waterfront facilities (landscape waterways, open waterfront spaces and biotope ponds) built using treated wastewater in order to clarify the use value of each facility by asking questions about the level of satisfaction with such facilities, aversion to treated wastewater and willingness to pay (WTP) for the effective use of treated wastewater. The results showed that users tended to want waterfronts in order to provide space for children to play, and that users also rate both open waterfront spaces and biotope ponds higher than landscape waterways. The valuation of waterfronts was affected to a large extent by aversion to treated wastewater, clarifying that the value of waterfronts could be increased by reducing the odor and improving the transparency of treated wastewater.

Especially, the effect of the reduction of the load is high for the amount of rainfall is 10mm. Moreover, the amount of BOD load has been reduced 18 - 26%, and overflow frequency has been reduced 14-29% by RTC system as a result of annual analysis. In addition, it was clarified that the effect of the reduction of cost of RTC system was high as a result of cost-effectiveness analysis. It was clarified that the introduction of RTC system was effective as one of the CSO measures.

As a results, the factors for recycling behaviors of drop-off collection of PET bottles were extracted as ”Interest of recycling” and ”Behavior of other citizens”, and the distance to the collection point also influences the factors. In the improvement of the collection rate, measures of the improvement of environmental awareness are more effective than measures of the infrastructure of an increase of the number of collection points etc. Furthermore, the effect was measured as cooperation rate to the drop-off collection.

For example, polycyclic aromatic hydrocarbons (PAHs) are discharged into the atmosphere as exhaust gas from automobiles and then deposited on road surfaces, and are carried into the public water supply as runoff after it rains.In this study, the benzo(a)pyrene concentration and runoff pollutant load in drainage water from roads were measured, the runoff characteristics of benzo(a)pyrene were clarified using a simulation, and a runoff risk evaluation of the non-point pollutant load was carried out, using runoff risk evaluation indexes (Cmax, C·T).The results of analyses of some different rainfall waveforms showed that the evaluation indexes Cmax andC·T were highest for the middle-stage torrent type, suggesting that there was a tendency toward a high risk of benzo(a)pyrene runoff during this type of rainfall.

The authors have proposed the evaluation index in consideration of CO2 emission. which is considered not only CSO loads reduced but also CO2 emission. The calculation cases are 6 examples as following: without reservoir(case1), capacity of reservoirs are 10,000 - 50,000m3(case2 - 6). According to this evaluation index, the case3 which capacity of reservoir to 20,000m3 is the best. When projects are selected to improve social infrastructure, the index gives us an important information about efficient of project effect and CO2 emission.

PapersRESEARCH ON IMPROVEMENT PROJECT OF URBAN RIVER FROM THE VIEW POINT OF AMOUNT OF VISITSIn refereedAcademic Journal2004/10~We have studied the amount of visit, the use purpose and the degree of satisfaction to urban river by the questionnaire to residents. We considered the improvement direction of the river environment from relations, such as the amount of visits to a river, and the degree of satisfaction. Irrespective of the amount of visits, residents are dissatisfied to the quality and beauty of the water of a river. We have extracted the factors of ”comfortable”, ”clean”, ”safety”, and ”nature” from the factor analysis of the degree of satisfaction to a river. The amount of visits is influenced of the comfortable factor. It is important for the urban river construction to make it safe and comfortable.

From a questionnaire, it was made clear citizens' acceptance intention degrees toward recycle and reuse PET bottle in order to evaluate citizens' intention about recycling PET. And, we carried out integrated evaluation of each PET bottle by the amount of carbon dioxide emission, cost and citizens' intention. As a result, material recycling is the best evaluation when recover rate is over 60%. If citizens' acceptance for reuse PET bottle becomes 90%, reuse is the best evaluation over the 50% recover rate.Grant-in-Aid for Scientific Research 2002-2003

On the road surface and in side ditches, rubber debris from tires and automobile exhaust emission in the atmosphere and precipitation accumulate. These pollutants are discharged by heavy rainfall to the receiving water. These pollutants contain materials harmful to the human body and the ecosystem. In this study, the authors have investigated the amounts of accumulated pollutants and highway runoff pollutants. The correlation between SS (suspended solid) concentration and benzo(a)pyrene concentration was analyzed, and the mechanisms of highway runoff pollution and accumulation pollution were clarified. Benzo(a)pyrene concentration seemed to correlate with SS concentration. Therefore, the authors have anticipated that benzo(a)pyrene concentration is high in highway runoff and accumulated pollutants based on the runoff and accumulation models of SS. Highway runoff contains tire wear, automobile exhaust emission and so on. These materials are accumulated on the road surface in fine weather. These accumulation polluted loads contain harmful materials to the human body and the ecosystem. This highway runoff is not treated and is discharged to receiving water. We investigated the degree of highway runoff pollution. From the results of our investigation, we clarified that the concentration of Benzo(a)Pyrene in the highway runoff waters sometimes exceeded concentrations at 10-5 carcinogenic risk. We also researched the bottom sediments in the receiving water, too. The bottom sediments of the receiving water has Benzo(a)Pyrene more than bottom sediments of the average Japanese river. And, we have analyzed the runoff characteristics to establish runoff model for Benzo(a)pyerne. The runoff characteristics of Benzo(a)pyrene is the similar as suspended solid (SS). So, we have made the possibility to estimate a runoff pollution of Benzo(a)pyrene by this model.

Therefore, we proposed a new evaluation method, ”ecodesign”, to establish an environment ally friendly system of social infrastructure and performed an evaluation using the proposed method. Four renewal methods for urban water supply systems were evaluated in order to improve the quality and safety of drinking water: Four 1) high-level purified drinking water supply system, 2) domestic water recycling system, 3) movement of treated sewage discharging point to lower reaches, 4) water supply system with PET bottles. We evaluated each water supply system using to ecodesign approach based on citizens' evaluations, the amount of carbon dioxide emission and cost. Accordingly, the domestic water recycling system is the best system from the viewpoint of ”ecodesign”. Therefore, we consider that an ecodesign evaluation, with adequate evaluation items provides us important information for planning and implementation of projects to improve social infrastructure.

Methods of environmental conservation for water pollution are not exception. We examined environmental quality of a small river which was improved by the methods of environmental conservation. The conservation methods are sewer construction, the spread of private sewerage treatment tank for household wastewater, stream purification system in the flood plain and flow back system of advanced treated water for upstream of the river in a sub-urban area. And we estimated the costs and environmental loads of the environmental conservation for entire their life cycle. Moreover, we investigated the relation between environmental quality and cost or environmental loads. Therefore, we presented more cost effective and more environmental conscious methods of environmental conservation.
